Abstract

The hypothesis is proposed that the development of the organization in the concept of spiral dynamics may be uneven for the divisions of this organization. The author believes that this depends on the values of the heads of departments. A number of issues that need to be resolved by the project manager of higher educational institutions for improving the competitiveness of higher education in modern conditions are formulated.
